I just have to use language that I think fits, that I can describe. It certainly wasn't law enforcement. It certainly wasn't callous behavior. It was the state and in this case the state being the federal government killing an American citizen while they exercise their First Amendment rights. So I think if you're searching for people who are to blame here, it's, it's pretty clear that these ICE agents and the directive that they were receiving from Kristi Noem and Greg Bevino are at the top of that list.
