It's the last thing we need right now. But maybe some of my colleagues feel differently. The Constitution plainly establishes that we should not be at war without a vote of Congress. And so The War Powers Resolution is a pretty simple one. It just says no war with or in Venezuela unless Congress authorizes it. Every senator is going to have to go on record about this.
