What America did is it inverted the concept of sovereignty. It said, you know what? Sovereignty does not emanate from the top. It emanates from the bottom. It emanates from the people. We the people. The Constitution begins with we the people. And the idea was the people have sovereignty and they give the authority to govern to elected officials for a temporary period.
