As far as I can tell, there was no reason to have a military helicopter coming across that Runway as the American Airlines plane was making final approach. That's one question I expect for us to examine a lot more closely. Additionally, The Black Hawk helicopter had a very important safety system called ADS B out, which is more advanced technology to give your location to other aircraft and to give your location to air traffic control. That system, the ADS B system, was turned off in the Army Blackhawk helicopter. The current FAA rules require all airplanes to have that ADS B out, but the military is exempted from it. (05:02–05:18)
