I agree with Senator Merkley that Rescission should be done through the appropriations process and have expressed that view very strongly to the Director of [OMB]. omb. This bill is an example of what we do in virtually every bill with regard to rescissions. Nevertheless, the parliamentarian has confirmed that this type of amendment would violate the jurisdiction of the Budget committee. (03:58–04:09)
