One of the issues that I have seen, and I'm working at the federal level, is the funding for special education. You know, Federal government is supposed to be paying for 40% of the special education cost. Currently that is only at 15%. So what happens is, and I've spoken with many superintendents, school board, school boards, and what I've seen happening is that funding for special education comes now from the general funding.
