The GAO report said that the Department of Labor had an improper payment rate of about 15%, which is well above the federal compliance threshold. I did note in my statement, in my preamble to my statement, I don't think I knew this, but there is a federal compliance threshold of 10%, which I personally think is too high. (01:55–02:07)
