And then the foreigners were able to get driver's licenses. But many of our states, those driver's licenses illegally. In California, 20,000 foreign driver's licenses were issued unlawfully. 50% of the driver's licenses issued in New York were issued unlawfully. 20% in the state of Illinois. And so one of the problems that we've seen is just because you're a foreigner, that doesn't mean that you can't drive a big rig, you can't drive a truck. (01:26–01:32)
