Rep. Fitzgerald Discusses His Bill to Give Law-Enforcement Advanced Less-Lethal Technology

Published | Video Starts at 03:32

To those colleagues, I have taken your concerns seriously and this bill has been revised to ensure the term less than lethal projectile device does not unintentionally carve out devices that could somehow be converted to handguns, rifles, or other firearms. The Revised language in HR 2189 would no longer allow devices to be exempt under the CGA if the device is intended to expel or could be readily converted to accept or discharge firearm ammunition. This is in addition to the previous requirement that the device not exceed a velocity of 500ft per second, and that it not be designed or intended to be used in a manner likely to cause death or serious bodily injury. (03:32–03:48)

CLAIM

Asserts that HR 2189 revises exemptions under the GCA for devices that can expel or convert to discharge firearm ammunition.
