And it's the concept of federalism. Federalism essentially says that the powers of the federal government are outlined in the Constitution. That's our governing document, that's our founding document. And Whatever is not outlined and given expressly to the federal government is reserved for the states. Which is why I would trust Mary Barkey with my education dollars, tax dollars, way more than I would trust somebody in Washington DC, who I don't know and don't know how to get a hold of.
