All of us on this committee have seen the horrifying GAO report from the end of 2023. The issue of unsafe barracks is not isolated. It's not a few one-off incidents. It is a systemic problem affecting various bases across the entire country. That's why we have fsrm, or Facilities Sustainment, Restoration and Modernization funds, so we can do the necessary renovations, upgrades and upkeep to ensure the health and safety of our service members.
