What structural forms would be helpful to ensure that in the future the Bureau stays within its statutory mandate and is not moving beyond Congressional intent. I think the biggest thing that you can do is put the agency under the appropriations process. The degree to which it doesn't have to come to Congress and have its budget approved and dispensed to is a massive, massive problem. And I think it's the number one thing that I would point the committee to. The bill we've noticed today would include an adjustment to the supervision threshold to 21 billion to account for economic growth. (02:48–02:59)
