So what I was requiring is serious consideration. Passage of the Shutdown Fairness act and even better yet, the Eliminate Shutdown Act. None of those is included. But What is included is about $14.3 billion of earmarks. The ranking member of the Senate Appropriation Committee has over a half a billion dollars in earmarks alone.
