We always come to some accommodation later on. Last year took us six months to finally fund this fiscal year. Six months since I've been in Congress. We've had three shutdowns. We've had 55 continuing resolutions... 12 either increases or suspension of the debt ceiling. We've gone from $14 trillion to $37 trillion. Obviously out of control. It's rare we ever pass any appropriation bill prior to the end of fiscal year. (03:49–04:01)
