So that was extremely disappointing to hear. Let's face it, the state of Wisconsin was facing a $3.6 billion biennial budget deficit. We needed to address that. The state of Wisconsin, like many states, has a constitutional mandate to balance a budget. That's, of course, one of the problems we have here in the federal government. We don't have that.
