I hate to see that, but I know that one of the things, things that OPM has undertaken is a major IT modernization project designed to replace existing systems, which I think is absolutely necessary. But Mr. McFarland was very critical of The modernization project cost about $100 million. His quote, it's entirely inadequate and introduces a very high risk of project failure.
