They're probably being hidden within population centers. So The effectiveness of the strike, I think, has definitely been degraded by dithering, by waiting. If President Obama was really serious about this, what he would have been doing is he would have been assembling a coalition of the willing for a couple years, certainly over certainly since the first reports of chemical weapon use.
