The Senate used to have unlimited debate. There was no way to formally end debate other than through exhaustion. At some point they came up with this cloture vote. But The cloture vote was only used at the very end of the process. Now the cloture vote is used at the beginning of the process to prevent even legislation from seeing the floor. So the Senate is ruined. Okay? Harry Reid, Chuck Schumer. If there's one person in general who's ruined the United States Senate, it's Chuck Schumer. He's continued that destructive path.
