They've all been prepared the exact same way. I've taken actual total outlays from 1998 under Clinton, 2014 under President Obama, and then 2019 under President Trump. I've exempted Social Security, Medicare, I've used 2025 numbers for those and interest. But all other spending, I've increased the total outlays by population growth and inflation.
