But again, your answer kind of presupposes this is actually an adversarial lawsuit. Some group is an adversary against the agency. And what we're seeing is no, It's a completely cooperative arrangement where [the agency and the adversary group] say, 'we don't really have the legal authority that we can see, but, you know, we're with you on this one, so why don't you sue us?'
