There wasn't a lot of momentum behind it, particularly with respect to Everglades and the Springs and the Indian River Lagoon and in Biscayne Bay. So we put our money where our mouth is. We set out to do the most ambitious [environmental restoration] program that the state has ever done. We not only met those expectations and goals, but we've exceeded those expectations and goals.
