We wouldn't even be talking about a permanent bureaucracy if Congress wielded the power of the purse. And so what's happened over the years is they have given away so much of their authority to the bureaucracy. They don't really legislate funding anymore. They just do continuing resolutions. That's just government on autopilot. You're not reforming anything if you're doing continuing resolution. You reform things by passing an actual bill that takes away funding from the bad things and then funds the good things. (04:07–04:13)
