He had been doing negotiations with Spanish officials and as Secretary of State when he was working for James Madison. And of course when he became President, The US and Spain agreed to a treaty in 1819 which folded Florida, Alabama and Mississippi into the United States of America. Now as President, Monroe authorized military action against Spanish held territories in Florida, including the campaign led by General George Washington. So Monroe really cared about securing Florida. (17:15–17:27)
