And what I fear is that if he appoints somebody who's going to play essentially a defensive role and to try to minimize the truth here, that that could actually clam up what Congress is doing. So I think there was probably criminal activity that occurred [in the IRS scandal]. We're going to continue doing oversight, and there could be a role for a special prosecutor.
