I can talk about the duplication that happened at my agency, which is just insane. Nine offices for women health, eight offices for minority health, 27 separate HIV programs, 59 behavioral health, 40 opioid programs. We had 1400 external affairs officers and 100 communications offices, 41 information officers, 40 procurement departments, dozens of IT departments, none of them talking to each other. We had to do a consolidation of the agency and make it work efficiently, and that's what we did. And I'm not saying that people who lost their jobs were bad actors. (04:22–04:37)
