For instance, DNR staff as a service agency that has a call center. Most of those folks were off. They were working from home. They weren't doing things during the shutdown. We could have taken some of those people, trained them for... a week's worth of training, we could have trained them to answer those phone calls and process that process. It just was atrocious the way that went down.
