If they're dumb enough to do that, they deserve their fate. Secondly, they still get an estate tax at that point. If they renounce their citizenship, they'd be taxed at 40%. We tax if you leave American citizenship. Third, wealth taxes haven't met, worked in other countries for two reasons.
