I don't agree with being having civil servants fired based on political ideology. That was the whole reform reform we had in the penalty Act. The second thing is that Congress has appropriated funds for some of these positions. And I do think that the President has can't just say no to what Congress has appropriated. There are some conservatives who believe that Congress just gets to define what the highest amount of spending is. (48:13–48:18)
