The other thing is that Texas went to that model several years ago, the diversionary model. They shut down nine correctional facilities. So we have a blueprint for it. Nine correctional facilities save billions of dollars and Violent crime [in Texas]... is less than it was in 1966. So it's time that we go to a diversionary program.
