But I do support the concept of this. Incentives work. Nobody in the private world gets paid for not doing a good job. However, the only thing I would add is much of the Post office's problems is because of Congress and the constraints. There are at least a half a dozen mandates that we put on them that they make it virtually impossible not to deliver the mail on time, but make it virtually impossible to run in the black.
