So I think this is unconstitutional. Now, he's pointed towards a statute that Congress passed called ipa. I don't think that applies to trade either. And I think the court is going to strike this down, and it will be a significant rebuke to unchecked presidential power. The sooner the better, though, because the power continues to be used.
