So I don't think it's the role of the commission to prioritize energy sources. And we're talking about talking about costs. That's the biggest thing. We started this out saying, okay, what does your wallet look like? If we make a mandate, by law, the utilities get to recoup the cost of that mandate with the rate of return that goes directly to the ratepayer. The commission can't override that because the regulatory law code says that they get to recoup that. So we don't want to make mandates. We don't want to be a fourth branch of government.
