There is a consensus today that didn't exist, say, 10 years ago that there is a profound threat to children, to mental health, to safety. There's not a dispute that was in debate before. That's a starting point. Secondly, We're identifying concrete things that can be done in four different areas. One is industry standards, two is legislation, three are the courts. And then four is a proposal that Senator Bennett, Senator Graham, myself and Senator Warren have to establish an agency, a governmental agency whose responsibility would be to engage in this on a systematic, regular basis with proper resources.
