The past two years in a row, Vermont has been hit by devastating floods. Those floods destroyed our neighbors homes, their farms and our small businesses. We would not have been able to recover without the help of FEMA. That's why it's so concerning that I and many of my colleagues are hearing reports that a proposal to eliminate some regional FEMA offices is awaiting a decision at the White House. (00:10–00:15)
