Now we recognize that there's a gap, the need for a unifying framework that connects service members, military spouses and federal civilians with the American Defense industrial base, one of the priorities of our national defense strategy. We have to have the best defense industrial base in the world. And that is why this War Department has directed and our Under Secretary of War for personnel and readiness has developed a plan.
