We're going to bring that good captain in and hear from him. How can we apply those tools in his unit and other units bottom up, not just top down. The military services and program offices own the last mile and to that end I'm directing the services to establish that triple I innovation insertion increment within the budgets of all program portfolios. This will ensure that they have funds set aside to quickly integrate innovations during weapon system development. This will be a tool to free new, innovative, cutting edge weapons and improvements from the constraints of yearly budget cycles. (36:17–36:32)
