And so it takes a while. But if you look at Obama, he would have done a lot of these things right away if he could in 2009, but he couldn't. So A lot of the most radical things he did in the military happened in 2014, 2015 and 2016 after he'd made the necessary personnel changes. in order to create an environment where he knew the military, which its DNA and its bones over 250 years said no, was willing to be complicit in the erosion of that institution.
