Congress writes the budgets, Congress passes appropriation bills, and it's supposed to be the President who implements what we do, which. Is what the problem is right now. That's exactly right. This president has decided he doesn't care what Congress does. The Constitution says it's up to Congress. Why? Because we're elected by our constituents and we have the responsibility to make sure their taxpayer dollars go to what they want. (01:17–01:24)
