It is day 28 of the Schumer shutdown. This weekend, states across the country were informed by the USDA that November SNAP benefits will be delayed. That's going to affect more than 40 million Americans and over 270,000 people right here in West Virginia. Those are people that will be out of these critical snap benefits beginning November 1st. That's a serious problem. Crisis in West Virginia. I want to start out by saying why this is happening. (03:50–04:00)
