I just thought it was a fiscal disaster. And so I always call it an honestly balanced budget rather than a guardrails because that gets confusing. But I like to make sure that we fund things with a revenue stream we know we can count on, not just this year, but next year. I don't want to leave any holes in the budget next year because that's what my predecessors did.
