I personally think it will take a specific carve out from the filibuster for certain types of votes. I call them democracy votes, the types of things that would make the democracy stronger. Making D.C. a state is one of [the democracy votes]. them. Making sure we deal with redistricting and that's another one. So things like that I think deserve a limited carve out from the filibuster to get over 60 votes in the Senate is uphill. (14:09)
