The best path that we could have had would have been to have passed all six of the remaining bills the way they came from the House. The Democrats indicated very clearly they were not going to do that. They'll pass five of them, but they want a continuing resolution on the 6th for a short period of time. I think the President has made the right move by saying, look, I want to keep government open and if you really don't like that sixth bill on homeland security, fine, we'll give you a two week time period in which you can recommendations.
