I think Congress has abdicated its responsibility for 30 years. They keep doing a little bit of bills and then throwing it over to the rules and regulator writers. Right. And so The bill is 10 pages. The rules and regulation are a thousand pages. Right. And I don't even know who reads all that. And so my argument is Congress needs to get back to the business at hand. (26:45–26:49)
