The SAVE database is set up within the Department of Homeland Security to help us ascertain the citizenship, or lack thereof, of persons who are already registered to vote in the United States. Ideally, the information should be freely flowing on a very regular basis between the states, in particular Secretaries of State, Lieutenant Governors, or whoever is the chief elections official in each state to the Department of Homeland Security.
