We put in real institutional reforms. Medicaid. Why? Because that was the lowest hanging fruit. Because Medicaid is rife with fraud. We went in and weeded out. We eliminated the fraud, waste and abuse [in Medicaid]. We got ineligible enrollees off the program and we got able bodied young men without dependents, for example, back to work. And what that has done is it strengthened the program. (02:40–02:42)
