What we did in the bill is strengthen the program for all these American citizens who need and deserve it. What we mean by that is that we're eliminating fraud, waste and abuse. Medicaid is one of the most abused programs in the government. I'm talking about tens of billions of dollars every year, just totally wasted. So what we're doing is going in to address that.
