And so if we're going to do those, I got to look at the whole budget, I got to look at where we can get money. There is no place else to pull that money from. We cannot take that from the general fund. If you take that from the general fund, you're taking it away from mental health, you're taking it away from addiction, you're taking it away from many, many different programs focused on kids K through 12, mental health. And that's why you have to look at the whole and see how you can put a budget together that takes care of the needs of the people of the state of Ohio. (24:41–24:57)
