And so one of the things I said is that when we're talking about early civil rights, the fight for these, you know, voting rights and everything, the state courts are enacting laws, but they're not. The enforcement piece just seems like it's kind of toothless on some level. And the federal courts had come in and backed them up or said that where the states had been lukewarm in enforcement, that, no, these things are going to be followed. (12:45–12:50)
