There's no money in here to fund the stuff that's in this bill. Most troublingly, it imposes new document requirements for voter registration that many Americans do not have or do not have access to. 146 million Americans don't have a passport. Almost 70 million women. Million women do not have a birth certificate that matches their real name. That should be self evident to anybody in this chamber, but it's ignored completely by the people who wrote this legislation. (05:57–06:01)
