And so I think that what you're pointing to is the need for a policy prescription that ties the distribution of those grants in any form, through any means to that cooperation imperative into that cooperation requirement. And I know for a fact The Trump administration is looking at ways to tie Medicaid dollars to whether or not people are improving their Medicaid rolls. so that it's US Citizens benefiting from US Social service programs.
